1. Provide technical support including food safety risk surveillance and assessment, standard development and revision, and serve the governmental risk management functions.
Food Safety Risk Surveillance and Alert
Playing the leading role in the domestic food safety risk assessment and surveillance, the National Center for Food Safety Risk Assessment helps the National Health and Family Planning Commission to study and formulate the plans for national food safety risk surveillance, quality control and implementation guidance. CFSA is also responsible for organizing the implementation, analysis and evaluation of surveillance data, and for preparing periodic national food safety risk surveillance reports,
CFSA scientifically evaluates potential problems found in surveillance, assess their public health risks, and if necessary, provide suggestions on their management and on risk communication to the public health alert. Consequently, CFSA plays an important role in evaluating the whole picture of the situation of Chinese food safety, while improving Chinese food safety supervision and management capacity, and reducing systemic risk in food safety.
Food Safety Risk Assessment
National Center for Food Safety Risk Assessment also gives assistance to China National Expert Committee of Food Safety Risk Assessment (whose secretariat located in CFSA) in designing assessment priority plans, and helping the implementation of the assessment projects of food safety hazards, such as cadmium, aluminum, trans-fatty acids, and Salmonella in food. The risk assessment system developed is in line with international guidelines and systems existing in other jurisdictions. CFSA research has developed risk assessment models appropriate for China and conducts dietary consumption research to improve the capacity and accuracy of national risk assessments. Taken together, these efforts provide sound scientific justification for the adoption of food safety supervision measures, development of consolidated food safety standards, and formulation of risk communication programs.
Developing Consolidated Food Safety Standards
In order to meet domestic and international rules, CFSA is providing technical support for developing and amending food safety standards in China. CFSA undertakes the routine work of Secretariat of the National Food Safety Standard Review Committee to implement the development and revision of national food safety standards and also keeps provincial food safety standards on record.
CFSA is also assisting the National Health and Family Planning Commission to harmonize and consolidate nearly 5000 existing food standards, including quality standards for food commodities, food hygiene standards, food quality standards, and other relevant industry standards, aiming at gradually resolving the overlaps and inconsistencies. CFSA actively participates in the work of the Codex Alimentarius Commission (CAC), which simultaneously promotes the development of both national and international standards.
2. Enhance communication with consumers through various channels, reply to food safety concerns promptly, and promote science-based education on food safety matters.
CFSA implements a program to monitor food safety concerns of the public , publishes authoritative information, conduct briefings for the media , organizes public open days, arranges expert interviews, maintain the CFSA website and social networks, such as weibo. CFSA also promotes interactions related to food safety with students, community residents, workers in restaurants, nutrition practitioners, civil society, and representatives from food industry. When food safety emergencies arise, CFSA responds to consumer concerns by providing on scientific knowledge to to help the public better understand the food safety risk and the measures implemented by government to control or reduce the risk. Openness and transparency is a key part of the strategy to maintain consumer confidence in the safety of the food supply and in the official control infrastructure.
3. Enhance basic capabilities in the key disciplines to improve the capacity of CFSA to provide guidance and serve the food safety needs for the innovative development of industry.
CFSA focuses on those important scientific uncertainties found in food safety risk surveillance, assessment and foodborne disease. Apart from this, CFSA undertakes nearly 30 scientific research projects supported by different national research program or plan including National Research Development Plan for Basic Science, National High Technology Research and Development Program, The National Science and Technology Support Program, and National Natural Science Foundation etc., perfectly reflects the forward-looking, synthesis and integration of the development of the discipline, and a strong academic team has been assembled. Meanwhile, CFSA has established a national network of food safety technical resources.
CFSA remains committed to practical and innovative approaches for protecting the consumers. In accordance with the mandate given to it by the Party Central Committee and the State Council, CFSA aims to rapidly become China’s foremost technical support institution in food safety with scientific credibility and international recognition and influence.
